For The Hooded One to become available, you need to complete two main quests in Act 1: The Mysterious Shade and Sorrow Among Stones. Once you’ve given Count Lachlann’s Ring to Una, the NPC The Hooded One will be available. Interact with them to access the Refund Passives option. Here, you can open the passive skill tree, select the skills you want to respec, and refund the points you’ve already used.
In the first game, you needed Orbs of Regret for respec; in Path of Exile 2, you simply use gold. This system feels simpler, at least in theory, since gold can also be used for other needs, like purchasing gear.
